ZTBL once again under serious allegations. An applicant approached through the Information Commission.

A day earlier, the Team of Inquirers received a letter, which was written to ZTBL through the Information Commission of Pakistan to ask about the alleged procedural, administrative, and financial irregularities.

According to the letter, it is come to know that there are certain serious allegations concerning the appointment and subsequent administrative conduct of Mr. Muhammad Ahmed Khan, EVP (HR), Zarai Taragiati Bank Limited (ZTBL).

His contractual appointment was contrary to the prescribed rules and objections regarding his appointment were raised by the Auditor General of Pakistan in its Annual Report 2023-24, as well as by internal audit officials. his qualifications did not meet the prescribed criteria and the verification of certain academic credentials requires examination.

As per the letter, during his tenure, several employees were subjected to disciplinary proceedings, dismissals, compulsory retirements, transfers and postings which are not supported by the applicable rules.

Particular attention may kindly be given to cases concerning the Muzaffarabad, Mirpur and P.D. Khan regions, including cases where employees were reportedly exonerated by inquiry officers but subsequently subjected to adverse action.

In the letter, it is further mentioned that the transfer of Mr. Zubair Ahmed Khan, an officer of the Bank’s Audit Department, also requires examination, particularly in view of the allegation that he and his team had raised audit objections concerning Mr. Ahmed Khan’s appointment.

In view of such allegations, the writer of the letter respectfully requested that the following records may kindly be obtained and examined in accordance with law.

1. Complete appointment file and terms of appointment of Mr. Muhammad Ahmed Khan maintained in ZTBL Head Office.
2. His qualifications, experience, and verification of academic credentials by ZTBL and ZTBL Board approvals and any relaxation granted in his favor;
3. Relevant observations of the Auditor General of Pakistan and internal audit objections addressed to ZTBL.
4. Record of disciplinary inquiries, dismissals, exonerations and compulsory retirements during his tenure; Record of transfers and postings, particularly those allegedly made against officers raising objections; and Record relating to the transfer of Mr. Zubair Ahmed Khan.
