Tax system reforms: FBR establishes National Faceless Center in Islamabad.

Islamabad:The Federal Board of Revenue (FBR) has established a National Faceless Center in Islamabad as part of reforms in the tax system.

According to the FBR, under the new system, direct contact between the taxpayer and the tax officer will be eliminated, while tax cases will be selected through a computerized and risk-based system, tax cases will be automatically assigned to relevant officers across the country and the taxpayer will not be aware of the officer assigned to the case.

Officials said that no officer will have authority in selecting or assigning the case, each case will go through three stages of audit, assessment and quality control, while no single officer will have complete authority over the taxpayer’s case.

He said that under the new faceless system, all notices, replies and hearings will be done electronically and cases will be handled in the FBR’s IRS system, a separate field team will also work for on-site verification and tax collection.

The FBR said that the National Faceless Center has legal authority from the Finance Act 2026, while the center will be headed by the Chief Commissioner Inland Revenue. Separate departments will be set up for faceless audit, assessment and quality control.

Officials added that the aim of the reforms is to introduce a system of data-based tax decisions, which will help make tax processing more transparent, faster and uniform.
