Major Move by CDA Water Supply Authorities Against Illegal Construction and Encroachments

Islamabad: The Capital Development Authority’s (CDA) Directorate of Water Supply has issued orders for the immediate removal of illegal constructions and unauthorized encroachments at various water supply installations, including waterworks, sumps, tube wells, and overhead and underground water tanks.

In a directive issued on September 9, 2026, Director of Water Supply Johar Ali stated that additional rooms and quarters have been constructed at certain locations in violation of the original approved layout plans; these constitute unauthorized construction and encroachment on CDA land.

According to the directive, gas and electricity are being consumed in some site quarters without separate meters, resulting in the unauthorized use of CDA resources and imposing an additional financial burden on the organization.

All relevant Deputy Directors have been instructed to immediately clear CDA land of unauthorized occupants and demolish all illegal rooms and structures that deviate from the approved layout plan. Instructions have also been issued to seek assistance from the CDA Enforcement Directorate, the police, and other relevant agencies for this operation.

The directive mandates the installation of separate electricity and gas meters for every allotted site quarter, with all utility charges to be recovered from the respective allottee or occupant.

The CDA has made it clear that no unauthorized person will be permitted to occupy CDA land or premises or undertake construction without the prior approval of the competent authority. A report on the implementation of these orders must be submitted within 25 days.

The memorandum further warns that strict departmental action will be taken against the concerned Deputy Director and Assistant Director in the event of negligence, delay, or failure to implement the orders, while action under relevant rules and regulations will be initiated against encroachers who resist vacating CDA land.
