The Punjab Local Government Bill 2025 has introduced significant changes to the local government structure in Punjab. The District Council will be abolished and replaced with a District Authority, which will be headed by the Deputy Commissioner of the concerned district. The Chief Executive Officer will be the Secretary of the District Executive Board, and the heads of various departments, including Health, Education, and Social Welfare, will be members.

The unit of local government will now be the Union Council, and all districts will be divided into local government units. Each Union Council will have 9 general members, as well as reserved seats for women, minorities, youth, and farmers or laborers. The chairman and vice-chairman will be elected members.

Additionally, there will be a Tehsil Council with a chairman and two vice-chairmen and a town corporation in urban areas with a mayor and two deputy mayors. The municipal committee will have a chairman and vice-chairman and will oversee matters such as water supply, sewage, roads, and public transport.

The bill also introduces new rates of fines for various offenses, including digging without permission, noise pollution, and unauthorized advertising. Furthermore, the union councils will have the powers of arbitration councils in their respective areas.
