Islamabad High Court Orders CDA to Allot Plots to Employees Without Cabinet Approval

Islamabad( ) In Case No. 2479/2025 filed by the CDA Mazdoor Union (CBA) in the Islamabad High Court, the honorable judge Justice Inaam Amin Minhas has issued orders to the CDA administration to allot plots to employees without requiring approval from the Cabinet.

It is worth noting that on March 13, 2025, the CDA administration had already expressed its willingness before the Islamabad High Court to allot plots to its employees. However, the CDA had taken the position that, in line with the decision of Justice Miangul Hassan Aurangzeb, it was ready to do so only after obtaining Cabinet approval.

In response, the counsel for the CDA Mazdoor Union, Syed Naeem Bukhari, argued that there are already precedents in favor of allotting plots to CDA employees by Justice Maulvi Anwar-ul-Haq of the Lahore High Court Rawalpindi Bench, and by the honorable Supreme Court Justices Bhagwandas and Iftikhar Muhammad Chaudhry. Based on these precedents, there is no need to obtain Cabinet approval.

He requested the honorable court to direct CDA to allot the plots to employees immediately. Accepting the arguments, Justice Inaam Amin Minhas recalled the requirement for Cabinet approval and issued directions to the CDA to proceed with the direct allotment of plots to employees. The case has been postponed until the first week of September.

This decision sparked a wave of happiness among CDA employees. On this occasion, the leader of the CDA Mazdoor Union, Chaudhry Muhammad Yasin, expressed his profound gratitude to Almighty Allah and stated that today is a historic day. He said that, God willing, plots will soon be allotted to CDA employees through Balloting.

He further added that, Alhamdulillah, in 2006, the CDA Mazdoor Union (CBA) had successfully secured around 4,000 plots for employees, and now, once again, the union will ensure that employees are allotted plots, which will surely lead to their well-being and prosperity.

He also requested the CDA Chairman and administration to immediately set a date for the draw in accordance with the court’s order, so that industrial peace within the organization can be maintained. This Islamabad High Court CDA decision marks a significant step forward for CDA employees.
