The Islamabad master plan has gone through significant changes to resolve the border dispute between Islamabad and Rawalpindi. The Federal Cabinet permitted the transfer of H-14 EME College and CMT Golra to the administrative jurisdiction of the Rawalpindi Cantonment Board (RCB).
Additionally, sectors H-13, H-14, H-15, and H-17 have been exempted from CDA land acquisition. Previously, the southern part of these sectors was reserved for institutions, while the northern part was allocated for green areas and buffer zones. However, the cabinet has converted the northern 2,700-foot green area along the Srinagar highway into the residential sector.
Furthermore, Buildings constructed in H-13, including 300 feet of Un acquired ‘Right of Way’ are allowed to be regularized under the ICT Building Control Rules, after paying the prescribed fee. The area on the western part of the railway line will be managed by RCB, while the eastern part of the railway line will be regulated as per CDA’s ICT Building Control Rules.
Other key decisions include:
– Reducing “Right of way”: The cabinet has reduced the “right of way” in various parts of the Srinagar highway, including a 1,200-feet-wide reduction to 400-800 feet north of H-13. Likewise, the 13th Avenue “right of way” between H-12 and H-13 has been reduced from 600 feet to 300 feet. 600-feet portion of the 14th Avenue “right of way” between H-13 and H-14 has been eliminated. The 600-feet “right of way” on 15th Avenue between H-14 and H-15 has also been eliminated.
– Exclusion from Zone I: Sectors H-13 to H-15 and H-17 have been excluded from Zone I of the CDA, and special rules will be created for these areas.
– Management and regulation: The area west of the railway line will be managed by RCB, while the eastern side will be regulated according to CDA’s ICT Building Control Rules.
