Dear Pakistanis, you must have heard that every citizen living in Pakistan owes so much money, and you must have often heard our rulers say that we have to save so that the nation can get rid of debts. Our politicians often make many such speeches for our people, including the bureaucracy.
But while the people are suffering from poverty and are struggling to earn a meal a day, they have been burdened with piles of taxes, and they are buried under these piles. Whether it is electricity bills, gas bills, or other daily necessities, so many taxes have been imposed on all these things that a salaried person living in Pakistan is barely able to earn a meal a day.
Despite all this, a lesson is still given to these same people that we are forced to go to the IMF. You should buy petrol at a high price, you should start paying taxes on groceries so that we can repay the IMF loan or take a loan. But the real thing is that there is a need to control it, but no one pays attention.
Well, there are many problems in Pakistan, but today we have brought before you a heartbreaking thing, a report of the FPR, a notification in which a pool fund is being introduced for the officers of the FBR, who are probably aliens or have been imported from another world.
Let’s have eyes on the FBR Notification:
The Federal Board of Revenue (FBR), under the Revenue Division of the Government of Pakistan, has introduced the “IRS Common Pool Fund (CPF) Rules, 2023” to manage the collection, allocation, and utilization of funds for the Inland Revenue Service (IRS). These rules were issued under the authority granted by the Sales Tax Act 1990, the Federal Excise Act 2005, and the Income Tax Ordinance 2001.
The rules outline a structured mechanism for the welfare and operational efficiency of cadre and non-cadre officers of the Inland Revenue Department. The IRS Common Pool Fund (IRS-CPF) will be used to support officers through financial incentives, allowances, and welfare programs.
The IRS Common Pool Fund Rules, 2023, officially enforced from March 1, 2023, aim to: Provide financial incentives to IRS officers and staff to enhance performance, to Support housing, education, healthcare, and other welfare needs.
These rules apply to all officers and officials of the Inland Revenue Department, whether they belong to the cadre (regular IRS officers) or non-cadre (support staff or contract-based employees).
A governing body called the IRS Common Pool Fund Board (IRS-CPFB) is responsible for managing the collections and expenditures of the CPF.
Composition of IRS-CPFB:
- Chairman: Member Inland Revenue (Operations)
- Member: Member Accounting and Audit.
- Member: Chief IR Revenue Operations.
- Member: Chief Management HRM-IR.
- Secretary: A BS-20 Inland Revenue officer appointed by the Board.

Headquarters Support Allowance (HSA)
Officers posted at FBR Headquarters will receive a “Monthly Allowance”:

Families of IRS officers who die in the line of duty will receive:

Widow Support: Rs. 100,000 for widows of BS-07 & below staff.
Health Insurance: This covers all IRS employees and their families.
Educational Scholarships:
Rs. 25,000/year for Secondary Education.
Rs. 30,000/year for Graduation.
Rs. 50,000/year for Postgraduate Education.
All these funds are for those FBR officers who have not completed the tax target even once in 76 years. We are still waiting to see what stance the top FBR officers will take on this matter.
