A formal complaint has been submitted to the Chairman of the Federal Board of Revenue (FBR), Islamabad, seeking an impartial inquiry into alleged corruption, the unlawful passage of vehicles carrying suspected illegal goods, and the alleged protection of certain Customs officials in Balochistan.

The complaint, submitted by Customs Preventive Service (OPS) Inspector Muhammad Hashim, alleges that officials at the Collectorate of Customs (Enforcement), Quetta, facilitated the passage of vehicles carrying suspected smuggled goods through various checkpoints. Copies of the complaint have also been sent to the Chief Collector (Enforcement), Islamabad, and the Member Customs (Enforcement).

According to the complaint, a vehicle allegedly carrying illegal goods passed through checkpoints, including FEU Ziarat Cross and FEU Rakhni, after officials reportedly collected millions of rupees to facilitate its movement. The complainant has alleged that Inspectors and Sepoys posted at these checkpoints were directly involved in allowing the vehicle to pass. The vehicle was subsequently intercepted at Ghazi Ghat by the Indus Collectorate under the supervision of Collector Mr. Umar Shafiq.

The complainant has requested that the official report of the Ghazi Ghat interception be obtained and examined along with all relevant records, including duty rosters, vehicle movement registers, official reports, CCTV footage and statements of the concerned personnel. The complaint specifically calls for an examination of the roles of officials deployed at FEU Bileli, FEU Ziarat Cross and FEU Rakhni to establish whether any personnel facilitated the alleged illegal movement.

The complaint identifies several officials whose roles have been questioned. At FEU Bileli, the officials named include , Sepoy Janzeb, Sepoy Sami Ullah and Tourjan (Private Person). At FEU Ziarat Cross, the names include Inspector Incharge Ganesh Rathi, Sepoy Shift Incharge Abdul Hameed, Shift Havaldar Haider Ali Azeem and 2IC Ahmed Shah. At FEU Rakhni, Inspector/Sub-Inspector Incharge Naimatullah, son of Hidayatullah Qasi, who was reportedly in charge of both shifts, has also been named.

The complaint further draws attention to two vehicles, bearing registration numbers TKU 620 and TKC 001, which were reportedly intercepted at JCP Sakhi Sarwar. One of the vehicles allegedly contained concealed copper in the form of scrap, with its value estimated at approximately Rs700,000, while the other was reportedly carrying foreign almonds. The complainant has called for an independent examination of the vehicles, seized goods, valuation records and the roles of the officials concerned.

Photographs of both vehicles have also been attached to the complaint as supporting evidence. The complainant has requested that the photographs, along with seizure records, goods valuation documents and relevant duty rosters, be examined to establish the facts.

Another serious allegation concerns the alleged relationship between DC Samiullah and certain Inspectors and staff. The complainant has questioned whether the DC is using his position to protect the officials concerned from accountability.

An impartial investigation into the alleged relationship, relevant records and any available communications has been requested, with the complaint stressing that no conclusion should be reached without examining the evidence.

The complaint also raises questions about the alleged involvement of Qudratullah (DEO) and CHO Faraz Fayyaz in arranging and influencing the postings of the officials concerned. Their alleged roles, communications, recommendations and related posting orders have been identified for independent examination.

Inspector Muhammad Hashim has urged the FBR Chairman and senior Customs authorities to ensure a transparent and impartial inquiry into all these allegations. The complaint seeks verification of the available documentary and photographic evidence and examination of the responsibilities of every official concerned so that accountability, if established by the evidence, can be ensured.

It is important to note that these are allegations raised in a formal complaint and have not been independently established. An impartial inquiry is required to determine the facts and responsibility, if any.
