The Islamabad Capital Territory (ICT) Police have confirmed taking strong enforcement measures against illegal sheesha clubs operating in the federal capital. In response to a formal complaint highlighting alleged inaction by the Islamabad Administration and Police, the Office of the Senior Superintendent of Police (SSP) Operations has issued an official communication clarifying the extent of action already taken.
According to the notification dated 12 May 2025, the ICT Police have undertaken multiple operations to address the issue of unauthorized sheesha lounges and related activities. Specifically, 24 First Information Reports (FIRs) have been registered against violators involved in the illegal business. In addition, 16 preventive actions**, known as Qalandras, were initiated under relevant laws to preempt further violations and maintain public order.
A key highlight of the enforcement drive is the arrest and judicial processing of 302 individuals. This group includes sheesha users, as well as café and hotel staff, and even owners, demonstrating the seriousness of the crackdown. All arrested individuals have been placed in judicial custody, reflecting the police’s commitment to curbing such illegal practices in accordance with the law.
The SSP Operations, Islamabad, further stated that the police remain on alert for any credible and actionable intelligence, and will not hesitate to conduct further operations where necessary. This proactive stance underscores the administration’s resolve to eliminate unlicensed entertainment and hospitality ventures that violate public health regulations or operate outside the legal framework.
The letter was formally submitted to the office of the Deputy Inspector General of Police, Islamabad, as a detailed response to prior communications. It serves to counter the perception of inaction and reaffirms that Islamabad Police are not only aware of the issue but have already taken considerable steps to resolve it.
