ISLAMABAD – FIA ACC Islamabad have registered a criminal case following Enquiry No. 270/2022 into alleged illegal appointments in the Federal Government Employees Housing Authority (FGEHA), Islamabad. The investigation revealed that an advertisement for seven posts of Assistant (BPS-14) was published on 25 February 2009, in response to which 250 candidates applied. After shortlisting, 115 candidates were called for a written test on 6 June 2009, and 68 successful candidates were invited for interviews on 18 and 19 August 2009 by the Departmental Selection Committee (DSC) at the office of the Director General, Housing Foundation. The DSC later recommended 11 candidates for appointment.
However, findings concluded that the DSC adopted a “pick and choose” policy, ignoring transparency and selecting preferred candidates solely on merit, deliberately withholding interview marks. The minutes of the meeting merely cited “collective wisdom” in place of detailed scoring. The enquiry held former Director (Finance) Kashif Ahmed Noor and former Director (Admin) Ahmed Taimoor Nasir responsible for abusing their official positions to make illegal selections for financial gains.
With approval of competent authority vide letter No. DIVS.O/ACC/2025/1662 dated 5 January 2025, a case has been registered against both officials under sections 109, 409, 420, 468, 471 of PPC read with 5(2)47 PCA 1947. The role of beneficiaries and other officials of FGEHA, if found involved, will be determined during investigation. The FIR was formally dispatched from the police station on 11 August 2025 at 09:30 AM, with copies sent to the relevant quarters.
