Syed Irshad Ali Shah, a Principal Appraiser (TS-17) at the Federal Board of Revenue (Headquarters), Islamabad, has been reinstated into government service after his compulsory retirement penalty was set aside. The development came following a departmental appeal filed by Shah under Rule 4 of the Civil Servants (Appeals) Rules, 1977, against the major penalty of “compulsory retirement” that had been imposed on him under Rule 4(3)(c) of the Civil Servants (Efficiency & Discipline) Rules, 2020 through the FBR’s earlier notification dated March 19, 2025.
The Secretary of the Revenue Division, acting as the Appellate Authority, conducted a personal hearing with Shah on July 16, 2025. After examining the case details, including verbal submissions and the official record, the authority found significant procedural lapses in the initial disciplinary proceedings. It was concluded that key aspects of the case were overlooked, and the medical documentation provided by the appellant had not been given due consideration.
On the basis of these findings, and in the exercise of powers granted under Rule 6(c) of the Civil Servants (Appeals) Rules, 1977, the Appellate Authority decided to set aside the imposed penalty. As a result, Syed Irshad Ali Shah has been reinstated into government service with immediate effect.
