FBR announces major reshuffle in Pakistan Customs Service with transfers and postings of 38 senior officers across key operational, enforcement, and policy roles nationwide.

In a significant administrative shakeup, the Federal Board of Revenue (FBR), Government of Pakistan, has issued a detailed notification announcing a wide-ranging reshuffle in the Pakistan Customs Service. This move affects numerous senior officers from BS-19 to BS-22 ranks and covers critical operational, enforcement, and policy-related positions across the country. The notification, dated August 7, 2025, and numbered 1803-C-1/2025, highlights that the transfers and postings are to be enforced with immediate effect and will remain until further orders.

Mr. Wajid Ali, previously serving as Member Customs Policy at the FBR headquarters in Islamabad, has now been appointed as Member Customs Operations, while Ms. Rabab Sikandar, who held the position of Chief Collector Appraisement Punjab in Lahore, is now posted as Director General, Directorate General of Intelligence and Risk Management-Customs, Islamabad. Mr. Muhammad Ali Raza Hanjra has been transferred from the Directorate General of Intelligence & Investigation-FBR to Lahore as Chief Collector of Customs Appraisement Punjab, with the added responsibility of Project Director, ITTMS.

Other major shifts include Mr. Muhammad Junaid Jalil Khan being appointed as Director General Operations at the newly established Directorate General of National Nuclear Detection Architecture (NNDA), replacing his role as Member Customs Operations. Similarly, Mr. Ashhad Jawwad will now serve as Member Customs Policy at the FBR Headquarters, Islamabad, with additional responsibility for overseeing post-clearance and internal audits in Karachi.

Mr. Muhammad Yaqoob Mako has been moved from his role in Islamabad to take charge as Collector Adjudication-I in Karachi. Mr. Ch. Muhammad Javaid is now looking after both Export and IOCO Collectorates in Karachi, while Mr. Irfan Javed has taken over as Chief at the FBR Headquarters.

Furthermore, Mr. Hassan Saqib Sheikh, who earlier held the position of Chief Collector (OPS) at Islamabad airports, will now assume the critical post of Collector Customs Appraisement Port Qasim, Karachi. Mr. Shafqat Ali Khan Niazi has been reassigned from Adjudication-I in Karachi to handle Appraisement (East) in Karachi, while Mr. Kh. Khurram Naeem moves from Peshawar to oversee operations at South Asia Pakistan Terminal (SAPT), Karachi.

Mr. Abdul Waheed Marwat, previously awaiting posting, will now be responsible for Islamabad airports. Mr. Sanaullah Abro is now Director Valuation in Karachi. Meanwhile, Mr. Munib Sarwar takes over as Collector Enforcement in Peshawar with added responsibilities in communication and public relations.

Among the other key movements, Ms. Tayyeba Kayani has been shifted to the position of Chief at FBR Headquarters Islamabad, and Mr. Muhammad Nayyer Shafiq has been posted as Chief Collector Appraisement North, Peshawar. Mr. Muhammad Irfan Wahid takes over as Director of Post Clearance Audit South in Karachi, with additional charge of I&I Karachi, while Ms. Zeb Gul Shabbir has been entrusted with multiple roles including Director IPR Enforcement (Central), Lahore, and Customs Appraisement Port Qasim.

Mr. Azhar Hussain Merchant, who previously handled operations in Gilgit-Baltistan, has now been posted as Collector Appraisement (East), Karachi, with additional responsibilities at SAPT. Mr. Ziaullah Shams will now serve in Islamabad, handling Appeals and playing a key role at the Risk Management Directorate.

Several BS-20 and BS-19 officers have also been rotated. Ms. Zahra Haider has moved from IPR Enforcement to Enforcement in Peshawar, where she will also supervise the NNDA and Customs Enforcement School. Mr. Ghulam Mustafa takes charge of Transit Trade Gwadar. Ms. Saadia Sheeraz and Syed Imran Sajjad Bokhari are assigned to Karachi-based transit trade functions. S. M. Ali Zaman Gardezi is now overseeing enforcement operations in Gadani, while Ms. Ayesha Bashir Wani continues her work in Islamabad in legal oversight roles.

Additional Collector Mr. Adeem Khan is now overseeing IOCO in Karachi. Dr. Nasir Khan, who was stationed in Islamabad, has taken over operations in Gilgit-Baltistan, and Mr. Arbab Qaisar Hamid is now posted as Director of Internal Audit North in Islamabad. Mr. Muhammad Masood Sabir takes charge in Reforms and Automation, Karachi.

Further adjustments include Mr. Sheeraz Ahmad, who has moved to enforcement duties in Peshawar. Syed Fazal Samad will oversee transit trade in Karachi and Gwadar. Ms. Sadia Sadaf has been assigned to law and prosecution functions in Lahore, while Mr. Shahid Jan returns to FBR Headquarters as Secretary.

Notably, Mr. Salman Afzal has been entrusted with Export duties at Port Qasim and additional responsibilities in Customs Valuation, Karachi. Mr. Afzaal Ahmad is reassigned from Appraisement Quetta to Post Clearance Audit South, Karachi. A separate note in the notification cancels the transfer/posting order of Dr. Noman Khan issued earlier on August 1, 2025.

The FBR clarified that officers who were drawing performance allowances before this notification will continue to receive them at their new postings, except for those assigned to FBR Headquarters in Islamabad.

All concerned officers have been directed to ensure prompt submission of charge relinquishment and assumption reports to the FBR for official records and further administrative processing. This widespread reorganization appears to be aimed at improving operational efficiency, reinforcing key departments, and aligning leadership with emerging customs and enforcement challenges across various regions of Pakistan.

The reshuffle underscores the FBR’s intent to enhance customs governance, strengthen border control mechanisms, streamline clearance procedures, and accelerate digitalization and risk management initiatives. These changes are particularly relevant in the context of increasing regional trade flows, evolving security dynamics, and the growing importance of robust customs enforcement aligned with international best practices.

The notification was formally signed by Secretary (M/HR.C-I) Muhammad Moazzam Raza and distributed to all relevant departments including AGPR offices, district accounts offices, personal folders, and the Printing Corporation of Pakistan for gazette publication. The list covers nearly 40 officers and reflects a meticulous effort to balance experience, regional diversity, and functional expertise within Pakistan’s customs administration.
