Islamabad: FIA Anti-Corruption Circle (ACC) Islamabad, based on reliable sources, raided several consultancy and courier offices located in the basement of F&F Plaza, Aabpara, Islamabad and exposed a nefarious network of manufacturing, distribution and use of fake apostille stickers, government seals and documents and registered a case No. 48/2026 against 22 accused under sections 420, 468, 471 and 109 PPC along with 5(2) Prevention of Corruption Act, 1947.
Investigation revealed that the owners and employees of the following consultancy and courier firms were involved in this illegal network: Sophie Consultants, Excellent Courier Service (ECS), Leopard Courier Services (F&F Plaza Aabpara), RAAK Consultancy, Noon Consultants (Pvt) Ltd, GM Consultants and Fairline Service  a total of 16 private accused. In addition, 6 officers of the Ministry of Foreign Affairs (MOFA), including AD/APS Attestation, In-charge Apostille and other officials were also found involved in this network.
The accused used to collect huge amounts of money from the applicants in the name of expediting apostille and attestation services and bribed the officers of the Ministry of Foreign Affairs. The fake apostille stickers were in circulation at various places across Pakistan, which is likely to cause huge loss to the national exchequer.
The concerned court has approved a 3-day physical remand of the arrested accused. The investigation of the case will be conducted by Inspector Arsalan Masood Khan.
This operation was carried out by a team comprising Inspector Arsalan Masood Khan, Inspector Hina Rabab Hashmi, Sub-Inspector Tabish Javed, Sub-Inspector Farheen Murtaza, Sub-Inspector Shahryar, ASI Safir Kiani, ASI Waqas, ASI Sohail Tariq, and Head Constable Muhammad Uzair under the supervision of the Deputy Director, Anti-Corruption Circle, on the instructions of the Director, FIA Islamabad Zone.
